Abstract: The participation of women in local governance can be enhanced in all three essential areas: as voters, policy-makers and as members of decision-making bodies. There is need for policies that involve empowering local authorities and communities to develop strategies that combine the empowerment of communities and rural women. In order to be able to identify the needs of the community and to best promote social and economic development, local authorities need the input of their constituents to be able to best identify those areas that need addressing. Local authorities must encourage the involvement of the community and community organisations in local governance. The representation and participation of women in local governance is directly linked to the advancement of women and is a basic requirement in the journey towards gender equality. To ensure that the decisions that affect women’s lives are taken seriously, women should not be passive bystanders in their own development but should be proactively involved to ensure that the socio-economic patterns that marginalise and keep them dependent are changed.

Abstract: One of the important rights for human beings is freedom to marriage and religion as stipulated not only in the United Nation Declaration of Human Rights but also in Bangladesh Constitution. However, in some cases, this right cannot work smoothly within religious traditions that since very beginning seemed to emphasize single religion-based family over family based on pluralistic religions. In some regards Islamic law forbids interreligious marriage, especially a Muslim female with a non-Muslim male and also forbidden by the Hindu religious Rites. Interreligious marriage between Muslim and Hindu is recognized under Special Marriage Act, 1872 in Bangladesh. According to Article 2 of Muslim Marriage Law, 1974, “Marriage is legitimate, if it has performed in accordance with the religion and belief of each party”. This article discusses the right of interreligious marriage with the light of human right perspective and supported by the other laws. Meanwhile, the materials used in this article are primarily based on Muslim and Hindu religious rules-regulations and Marriage laws relevance to this issue. From this perspective this article argues that prohibition of interreligious marriage is contradictory to the universal human rights that maintain every human being has a right to build a family regardless of religious consideration. Where marriage is constitute in the life of two human beings not in religions.

Abstract: The Israeli government regularly uses the Educational Needs Index (ENI) to determine the resources needed to educate children growing up in less affluent environments. This paper investigates some results of this practice. By using data from children who were tested in nationwide exams at grades 5 and 8 we find that in Mathematics, at the school level, the negative correlation between the average test scores and the ENI is about 2.2 times higher in grade 8 than in grade 5 and that children from low index schools are more likely to improve their scores. OLS and quantile regressions of a value-added model on a subsample of the data emphasize the importance of parental education to children's educational attainment. It also shows a negative effect of the ENI on test scores. Our final conclusion is that the Israeli education policy fails to fully guarantee equality of opportunity to its students.

This article analyzes current alcohol policies (both federal and state) of both countries and provides suggestions for future policies.
